Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are issued from different nations. Significant resources is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, endure.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
